Southwestern Regional Jail Release Paths
Southwestern Regional Jail and Correctional Facility is Boone County's documented adult regional jail. It holds pretrial and sentenced adults for Boone and other assigned counties. Leaving the facility can mean release on bond, credit for time served, sentence discharge, dismissal, probation, or parole. Those are community-release paths only when no other custodian takes charge.
A transfer is different. A sentenced person may move from Southwestern into another WVDCR institution. A federal, immigration, or other jurisdictional detainer can also result in a handoff. In either case, the Southwestern stay ends while custody continues. Ask for the completed transfer destination or method of discharge instead of reading a missing jail-search result as freedom.

Confirm Southwestern Regional Jail Release
The WVDCR search landing separates regional-jail custody from state-prison custody. Use the jail route for a Boone pretrial or short regional-jail stay. A current match supports present display in that system. A missing result is inconclusive because release, transfer, lag, spelling, sealing, or another agency can explain it.

The facility is the direct telephone source for a release-versus-transfer question. No verified release-record counter hours, published fee schedule, or online former-inmate archive was found. Call before traveling or sending a request. WVDCR Policy 108.01 directs written public-record requests to the commissioner, while Policy 142.00 lists public offender-record categories.

A narrow written request should name the person, approximate Southwestern stay, Boone case number, and lawful identifier if known. Ask for commitment and release dates, method of discharge or transfer, actual release entry, completed transfer destination, and docket number. Request an electronic copy and the reasonably segregable public portion if exemptions require redaction.
West Virginia FOIA allows actual reproduction cost but bars search, retrieval, and staff-time charges. The custodian generally has up to five days, excluding weekends and legal holidays, to produce, arrange inspection, or deny in writing. Those rules do not override sealed, juvenile, medical, or other exempt material.
Southwestern Regional Jail History
The official Southwestern facility page says the jail began receiving inmates on April 8, 1998. It consists of three pods and is operated by the West Virginia Division of Corrections and Rehabilitation. The current page lists Boone, Logan, McDowell, and Mingo among the counties served.

Southwestern is physically in Logan County. This is a core Boone County search fact. An adult arrested by the Boone County Sheriff or another Boone agency may be booked there, so searching only for a generic “Boone County Jail” can miss the correct institution. WVDCR controls the principal custody search and offender-record policy.
Southwestern Boone Release Court Check
Court records can explain why a person left Southwestern after the live jail display changes. Boone Magistrate Court handles misdemeanors and early stages of many criminal cases, including warrants, bond, and preliminary matters. Circuit Court handles felonies, sentencing, appeals, and later orders. Search both when the case path is uncertain.
A magistrate result can show bond type, amount, status, and posted date. “Released” bond status supports the timing of a bond-out, but the case remains open until a later disposition ends it. Southwestern Parole Release Timing
A parole grant does not establish the day a regional-jail resident physically leaves custody. The West Virginia Parole Board FAQ says a grantee housed in a regional jail must first transfer to a WVDCR facility for intake and fingerprinting. It advises allowing roughly seven to ten days before release. A search can therefore show movement away from Southwestern while confinement continues.
Separate four dates: parole eligibility, the Board hearing, the grant, and actual release. Eligibility creates no right to leave. A “set-up” outcome schedules further review. A grant can still be followed by intake, home-plan work, or a detainer. The actual WVDCR release entry and the Logan Parole Office relationship confirm when community supervision starts.

Southwestern Release List Limits
No verified official 24-hour or 72-hour Southwestern release feed was located. No released-photo archive or official Boone sheriff app was verified either. Daily Incarcerations is the dated WVDCR product users are most likely to mistake for a release list, but it reports admissions and current-incarceration information. It does not prove who left.
The safest recent-event workflow is to search current regional-jail custody, record the time, check the Boone court case, call Southwestern, and request the method of discharge or transfer. Do not create a release list by subtracting names from two current rosters. Such a list cannot distinguish release from a transfer, corrected record, delayed entry, or sealed matter.

Southwestern Release Record Fields
WVDCR Policy 142.00 identifies commitment and release, method of commitment or discharge, a projected minimum discharge date, good-time allowance and rate, docket and offense data, probation action, actual release, and a completed transfer destination as offender-record categories. The policy also lists a file photograph. It establishes that these categories may exist in the agency record, subject to law. It does not prove that every item appears in the current public jail search.
Request only the fields needed to answer the Southwestern question. The release date shows when that custody changed. Method of discharge explains how. A completed transfer destination shows where custody continued. The docket number ties the agency entry to the Boone court case. A projected minimum discharge date is an estimate used in sentence administration and must not be reported as an actual release date.
A photograph documents a correctional file or booking, not the later outcome. No official Southwestern released-photo archive was verified. If an authoritative image is needed for a lawful, purpose-neutral reason, request the existing file photograph from WVDCR or the booking image from the arresting agency that holds it. Pair it with the separate release or transfer record.
Southwestern Adult Release Boundary
Southwestern's adult process must remain separate from Donald R. Kuhn Juvenile Center. Kuhn sits in Boone County but serves youth statewide. Juvenile placement and release follow restricted juvenile orders, not the public adult offender-search path. An adult Boone arrest at Southwestern should never be merged with a youth case based on location alone.
Federal and immigration systems are separate as well. A BOP locator result applies to federal prison custody. ICE ODLS may help when a local release becomes an immigration handoff. Neither is a substitute for Southwestern's release entry. Use those sources only when the case or completed transfer destination points to that authority.
